Whether that be because they want to separate their Apple IDs between personal and whatever they use their membership for, or if they use it for other stuff (like signing apps for themselves) through third parties that they might not trust with their personal Apple ID etc. This is also a really annoying move for users who may have purchased a dev membership with a separate Apple ID.
